"Television presenter Donna Air and her zoo-owner boyfriend Damian Aspinall intend to place their daughter in the care of a gorilla.
The couple plan to put Freya, who was born in September, in the gorilla enclosure at Howletts Zoo near Canterbury, Kent. "

This is about risk. Risk is the likelyhood of something happening multiplied by the consequence of that event happening.
The odds of the gorilla damaging the girl may be slight, but the consequence of that event actually happening is massive.
"So, you'd like to apply for a licence to become a parent?"
"Yes please"
"Ok, there's a few questions. Firstly, would you ever hand your child over to a group of primates, such as gorilla?"
"Well, yes, we were hoping to introduce the child as soon as poss..."
"Ok, let me stop you right there...."
